Research, Regional Innovation System Development Model And Path Selection

The industrial division develops on base of regional unite with the economic globalization. And the economic competition determines the status of each region. It is the constant innovation that keeps on the competitiveness of a region. When the essentials come to networking in the form of organizations, a regional innovation system (RIS) develops. And the net is driven by forces in or out of the system to produce innovation. Of course right institution and environment is necessary for study in the system.Now many regions make great efforts to develop their RIS. They use a lot of police and try to copy the success of developed RIS. However, they get different result while using almost the same measure. The intrinsic require of one region chooses the model of RIS. The object RIS of a region must adapt to its economic course. This means the RIS is path depending. If the establishment of regional innovation system from its own conditions, in reference to the successful experience of integration and to its own course, with the appropriate historic opportunity, there is much chance of success. It shows that the regional innovation system has path-dependent nature. Different regions have different requirement in developing RIS, road choice or lock-broken.This article tries to set up an analysis framework for RIS. In the article,RIS is classified into three kinds according to its crucial power as territorially embedded RIS, regional net worked innovation system and regionalized regulatory innovation system. Then the study analyses three typical regions such as tri Italy, Silicon Valley and Tsukuba Science City to reveal the path depending law in RIS. In such big countries as China, there are many innovation recourses. But the resources distribute lopsidedly. And the economy imbalance is serious. So the construct of RIS needs to work along the historical course. And this study offers gist for the work.
