With the rapid development of economy, politics and culture, the profundity of human resources management and the mutual immersion of Chinese and Western cultural values, the ideas, values and behavior rules of new enterprise employees has got a great change, which causing the demand level, demand content and behavior motivation of new enterprise employees changed also. The original incentive mechanisms and methods of enterprise would get no effect, and even caused some negative impact. How to achieve the effective incentives to new staff has become an increasingly concerned issue for the numerous enterprise managers. The role of incentive management is not only stopping at the business survival level of retaining new employees. What more important is how to fully tap the potential of new employees, maximize the development of corporate human resources and solve the problem of enterprise development by using the incentive management.By researching on new staff needs, personality, psychology and analyzing the new employee incentive system, this papers explores to establish an operational employee incentive system based on related theoretic, which suit for new situation. This paper analyzed the demand strength and importance of different positions and degree new employee, comprehensively evaluates the satisfaction of new employees, and finds the objection and solution to the new employee incentive system of AnSteel.By researching and analyzing, the paper gives following points:1. The incentive to new employee should be multi-faceted and integrated. The method of incentive to new employee should satisfy not only new employee who got high level of education or works at key posts, but also most common position new employee.2. According to different job responsibilities skills and importance, establish the relevant incentive system. 3. By building characteristic corporate culture as a part of incentive system, make most of new employees and enterprise as a community, which gives the eternal power to enterprise.As a large state-owned enterprise, an effective incentive system should provide a guarantee to next step of development. At the mean time, its successful experience would be a reference for similar state-owned manufacturing enterprises, which is also the meaning of written this paper.
