The main form of enterprises in our country is small and Medium-sized enterprise. Studying on sustainable development of small and medium-sized enterprises will realize our country's goal of economy growth and improvement of the people's livelihood to a great extent. But small and medium-sized enterprises reveal out a lot of problems. Studying the sustainable development of small and medium-sized enterprises has become very urgent under the need of development of small and medium enterprises by now and in the future.Sustainable development is kind of development which engage not only to enhancing the productivity of enterprises but also to saving resources and improving the environment. "Growing up" and "sustainability"are two fundamental characters of sustainable development of enterprises. Sustainable development is the pursuit of entrepreneurs as well as the micro-basis of macroeconomic stability.The main character of sustainable enterprises can be described as development trend from small to large, from weak to strong, and the development trend will not change because of internal adjustment and change of external market environment.Human Resource Management is a key factor concerning whether to success or failure, but people pay little attention to it for a long time, which has become a bottleneck regarding sustainable development of small and medium sized enterprises. So, we should pay more attention to new feature and the basic feature of small and medium sized enterprises, and pay more attention to main problems of human resources management, and advance countermeasures. This is the key question.The 21st century is the century of knowledge. To be more precisely, the 21st century is the century of human resources. Human resources is critical for enterprises and also the origination of life for enterprises to survive, to develop, to be rejuvenated, to participate in national competition and international market. Whether human resources are optimal in allocation has direct impact on the enterprise development. Human resources are a basis for enterprises to grow as well as the reserve of competitiveness. The competition among enterprises mainly reflects the competitiveness of human resources. It is of silent dialogue between enterprises. We must attach great importance to the development of human resources, to the development and management of human resources, and also to the establishment and development of human resources. Only by this can the enterprises obtain development potential. China's small and medium sized enterprises must improve the management mechanism of human resources to achieve sustainable growth.The emergence and development of human resources theory and human resource practice are related to the changes in the environment of this era, and also based on the nature of people of some assumptions and prerequisite for the basic values. Therefore, in order to understand human resources development, we must recognize that: Human beings are valuable resources; human are diversified; human being vary in the role they play; People have the demand for learning, development and dignity; human's potential can be excavated.Human resource management, as a key decisive factor whether be success or failure for enterprises, has been being paid less attention for long time. Now it is the bottleneck constraining the sustainable development of small and medium sized enterprises. therefore starting from the new characteristics of human resource and the basic characteristic of small and medium sized enterprises, putting forward the corresponding measures regard to the main problem on human resource management, has been the most important issue in order to promoting the development of small and medium sized enterprises. From the sense of macro view human resource management is the process of government developing and managing social human resources. On the micro view, human resource management is the management of staff. To maintain the best proportion of the manpower, the physical resource, the financial resource, we will exert the potential of people, improve their working efficiency, and realize the goal of organization.We are entering the age of human resources demand. More and more enterprises have discovered the importance of human resources. Therefore they become stricter to the demand of human resources. But it is serious problem for small and medium-sized enterprise that the human resources are deficient and the talents go out. The enterprise must emphasize the mechanism of choose talents and know how to utilize them, must guarantees that the talented person will join the enterprises and work feeling at ease; developing enterprise culture enables the staff take enterprise as their own family, have the sense of belonging and the identified; the enterprises should pay attention to the talented person question, do well on the question of the human resources the development, form cultural atmosphere with uplift, enable each person to develop his talents, try hard to do well on the work of inspiration and restriction, enable the staff to have the sense of long lasting and sufficient satisfaction, prevent the potential danger of talent person of being out.Combining the present situation of human resource management in my enterprise with the theory of human resource management, this paper discusses staff training system, salary system, and labors management system. The paper proposes measures to improving human resource management in my enterprise: to improve talents selection system, to giving emphasis to training and enrolling three kind of high-level talented people, to enhance cooperation with exterior specialized organization, to develop enterprise culture further, to regard the external labors as the benefit community, to reverse the current situation of emphasizing technology and ignoring management.Starting from the outline of human resources, human resources management, and the actual case analysis these three aspects, this article discussed human resources management barrier and the countermeasure of small and medium-sized enterprises.
