With the development of the market of public resources trading, public bidding has been the main form of government allocation of public resources, public resources administration reform as an established in institutions, development of its cultural construction also needs to follow the market form.This paper uses the OCAI scale of city public resources trading in Hubei Province Administration referred to as status and expectation of M units of organizational culture value are diagnostic analysis, according to the results of diagnostic analysis of M unit of culture do optimization design, and aiming at the existing problems and puts forward the solutions to the policy.
