As the open reform policy has been operated successively more than 20 years, the human resource management has been one of the most competitive social forms among the Yunnan enterprise of color metals. The stronger human resources who obtains , the stronger competitive advantage it will obtain in the process of economic development. The survival and development of an organization needs every member to make efforts unremittingly, which not only needs the governors make use of every kind of valid ways and the military tactics to stir up the work initiative of employees, but also needs the leaders to do the whole human resource programming at the strategic level and form a positive encouraging mechanism in order to maximize the whole value of business enterprise and employee personal.From the development of the Yunnan enterprise of color metals, it has carried on the first innovation in 1980s, which was from Personnel management to Human Recourses Management . The means of organization and the management have been improved in some effect, and have formed a particular mode in the process of HRM among the Yunnan enterprises of color metals . HRM will face the second innovation in the Yunnan enterprises of the color metals when entering the 21st, which is from traditional HRM to strategic HRM. Only operating strategic human resource management can make the Yunnan enterprises of the color metals to draw on and keep the talented person.The paper is divided into 5 chapters, which are respectively strategic human resources management theories introduction, the analysis of the present condition and problems of HRM in the Yunnan enterprises of the color metals, the analysis of the central ideas of strategic HRM in the Yunnan enterprises of the color metals, building the strategical HRM system for Yunnan enterprises of the color metals, building the strategical HRMS of LP company. Finally, the paper gets the conclusion: Because of the violent variety of external and internal environment of enterprises, the only pass for an enterprise obtaining the core competencies is to setup and carry out the human resource management strategy( HRMS) engineering in Yunnan enterprises of the color metals.The innovation of the paper can be placed in the following aspects: First, it is to build up a set of the strategic HRMS engineering in Yunnan enterprises of the color metals by combining theories and practice, the internationalization and localization together so as to improve the strategic management level of enterprises.Second, the innovation can be embodied in five molds: The organization structure re-design, introduction of the foreign post analysis and the evaluation system, introduction of the BSC/KPI , the usage of the foreign salary design in Yunnan enterprises of the color metals , to develop and explore employee's competence ability model. Through anglicizing the present HRM of Yunnan enterprises of the color metals , the paper finds out outstanding problems at the moment , puts forward the model of the HRMS engineering in Yunnan enterprises of the color metals and elaborates the core principles, the means to set up, the management layers , key functions system and strategic measures of strategic human resource management which draw lessons for implementing the strategic human resources management.The paper chooses the LP company because as a member of the organization I have experienced the change in human resources management and understood the irregularity of the old human resources management. At the same time, the case target choose in the paper is typically a basic organization, which is useful to the study of the innovation of HRM of Yunnan enterprises of the color metals.
