Our country has a vast in territory, the extended inland, large population and few soils. Its resources distribute imbalanced. The difference with region is very big. It is only railway transport which can connect other areas with another, which can promote the regional economy's development in phase, and the construction of the railway can decide the space position of the productivity in large extent for a country. The railway as the most influential transport to the regional economic along the way can drive the social-economy and it has important meaning for the regional economy's development. The domestic and foreign studies on development of society an economy along hi-speed railway aims at the developed. How ever it hardly develops in west areas which are less developed and not enough open up. The author applies Public Economic, Public Policy, Regional Economics, Development Economics, Geography Economics to this paper, tries the study as the example about some policies and effects on the construction of Guiyang-Guangzhou hi-speed Railway to the regional economic. So that it will promote the research which is about main railway's influential to regional economy, especially to the west along railway's economy. At the same time, thanks to the devotion about transport infrastructure's construction it makes Guizhou become preponderant in region from the past inferior position. Hence, the study gives some references and is meaningful in theory and science that hoe the government sets down the regional policies how the government conducts the market, how the government reading the span development of regional economy in Guizhou.
