Statistical data for 1953-2016 years in this paper published by the statistical yearbook of Tangshan City as the basis,using non parametric method of Solow residual method is divided into five stages to measure Tangshan City science and technology progress contribution rate of economic growth,in a period of 1953-1975 years,1977-1999 years,2000-2007 Years,2008-2012 years and 2013-2016 years of scientific and technological progress on economic growth rates were 37%,48%,47%,-24% and-38%,and the three stages were calculated by the progress of science and technology on the three industry's contribution to economic growth.Finally,the evaluation results were evaluated and analyzed: in the past 60 years after the founding of new China,the progress of science and technology played a significant role in promoting the economic growth of Tangshan City.After 2007,the contribution rate of scientific and technological progress in Tangshan City deteriorated sharply,the calculation results from positive to negative,mainly due to the traditional industry overcapacity,asset utilization rate,emerging industry is still in the stage of cultivating the environment of such reasons,led to the development of science and technology in Tangshan City in 2007 after the contribution rate fell sharply.
