City public transport is an important urban infrastructure and quasi-public goods, and an important service affecting people's livelihood and social stability. As the "artery" in cities, the development of city public transport system has direct impact on city functions, public services of government, industrial production, and living of ordinary people.In recent years, with the changes of government's political directions, the government's functions have been converted from the versatile-orientated to service-oriented, and the government is paying more and more attention on the fields that are closely related to the livelihood and interests of the majority of people. In June 2004, As pointed out by Premier Wen Jiabao in an official document, giving priority to the development of urban public transport is in line with the strategy of developing urban area and its transport, which has been proved to be suitable for China's current situation. Vice Premier Zeng Peiyan requested that the Ministry of Construction should take further measures to guide all cities to give priority to the development of public transport in order to promote the healthy development of all other sectors. Since the State Council General Office forwarded a document numbered as 2005 (46) with suggestions on the development of urban public transport made by six ministries including the Ministry of Construction in 2005, all local governments have made guidelines and specific policies to prioritize the development of urban public transport. The proposed "public transport priority" strategy is a breakthrough in governmental administration, and an import part of the strategies to achieve sustainable development, build a harmonious and environmental-friendly society, which shows that the CPC Central Committee and State Council has treated the development of urban public transport as the top priority in the national strategy. Its significance lies not only in the solving of traffic congestion problems and overcoming difficulties while people travel, but also in how the government place priority for tackling urban public transport in the market economy. The adoption of the " public transport priority " strategy also won the support from the public, and from the media both at home and abroad. This strategy is thought to be following the trend of sustainable development in the international communities, suitable for the reality of our country, and a right choice in a country with relative less land resources, dense urban population and low average income. Clearly, such a strategy will benefit ordinary people, win support from the public and show the philosophy of people-based governance. Therefore, conducting in-depth research on external and internal environment for the public transport development in Zigong city, based on the research setting the goal of strategic development, and establishing all-round, scientific and effective measures to ensure the healthy development and normal operation of the public transport system, are of great significance. All these work will help to implement the "public transport priority" strategy, improve the public transport service quality of Zigong, promote the level of public services of government, increase the enthusiasm of governmental departments, public enterprises and all sectors of the society, and facilitate the sustainable economic and social development in Zigong.
