Hx Company Third Party Depository Of Project Management Research

Since the founding of the Shanghai Stock Exchange in 1990, client's settlement fund of trading is always kept by Securities Company independently. But because of the defect of the system design of the model, corporate governance imperfect and the lack of self-control, some securities companies greatly embezzle clients'deposit for illegal operation, which leads to great losses to investors and nation and exerts a serious impact on financial market. In order to eliminate the big problem effectively, China Securities Regulatory Commission determines to reform the model of client's settlement fund of trading in 2004. The new model introduces commercial banks to keep the client's settlement fund of trading independently which is called third-party depository system, which breaks the situation that the client's deposit is managed by Securities Company without transparency. Under the third-party depository system, Securities Company keeps securities, and the settlement fund of trading is managed by bank. This model guarantees the safety of the client's deposit and succeeds in protecting the benefit of client, controlling industry risk and maintaining financial system stability.Taking the client's settlement fund third-party depository system on-line project of the HX Securities Company as the research target, this paper analyses and compares the characteristics of the settlement fund and its complementary systems in other countries and areas. And it explores the problems and risks of Securities Company independent deposit model, and the significance of the third-party depository system. What's more, it aims to discuss the scope management, the process management and the project changing management of the client's settlement fund third-party depository system project. In addition, we use the project management theory to guide the design and the process of the project. At last, we summarize the experience of the project management and provide helpful reference for Securities Company with the similar project in the future.
