Impetus To The Development Of Czt City Cluster Government Fostering Mechanism

The formation and development of urban agglomeration is promoted by a variety of dynamic factors, including the market-forming power formed through industrial cluster and diffusion, the urbanizing power through urban function diffusion, and the administrative power through administrative intervention. These dynamic factors act on the economic, social and cultural fields of regional cities by continuous self-developing, which promoted each urban function to agglomerate and formed urban agglomeration.To promote the formation and development of urban agglomeration ,the government not only need to constitute the development model of urban agglomeration ,what's more important, the government need to master the driving force mechanism of urban agglomeration and ,cultivate the development and the formation of driving force, thus promote the urban agglomeration to form from the source.In the process of cultivating the urban agglomeration power, changsha-zhuzhou-xiangtan government have made very great progress and effort, but there are still many problems, such as the defect of cultivation mechanism, the deviation from the main idea of cultivating content, the unscientific means and the lack of the linkage cultivation of governments. This paper is tried to analyze these problems essentially. Through the thorough analysis on dynamic mechanism and deep study in the present situation of changsha-zhuzhou-xiangtan urban agglomeration, the article points out a series of problems that existing in the government cultivation mechanism of the urban agglomeration development force, then analyses the reasons , and finally puts forward some relevant policy suggestions.In the context of changsha-zhuzhou-xiangtan urban agglomeration was approved as "National Resource-Saving and Environment-Friendly Society Building Comprehensive Reform Experimental Zone ", this research plays a role in the exploration of how the urban agglomeration in China forms the scientific development force and construct perfect development models.
