In the new context of globalization and the information age, urban agglomerations with the core of big cities are becomes a global significance city-regional development models and spatial patterns. Changsha-Zhuzhou-Xiangtan urban agglomeration is an important part of the middle reaches of the Yangtze river urban agglomeration, is the core growth pole of economy development in Hunan province. However, with the Changsha-Zhuzhou-Xiangtan urban agglomeration of economic growth, rising levels of urbanization, urban agglomerations influence has continued to improve, in the process of its development still exists, such as economic slowdown, "resource-economical and environment-friendly" development pressures and resource utilization efficiency is low. Therefore, in-depth analysis of the sustainable development ability of Changsha-Zhuzhou-Xiangtan urban agglomeration, explore the factors affecting its sustainable development ability, and put forward effective countermeasures to improve the sustainable development ability, has become the important research subject today.Based on the review of sustainable development at home and abroad, based on regional sustainable development theory, man-land relationship theories theory and systems science theory. First of all, to analyze the current situation of Changsha-Zhuzhou-Xiangtan urban agglomeration, and puts forward its influence factors and formation mechanism. Then, based on the theories and methods of sustainable development ability evaluation, scientifically constructed the evaluation index system of sustainable development ability of Changsha-Zhuzhou-Xiangtan urban agglomeration. The evaluation index system including economy, society, resources and environment 3 major subsystems,9standard levels and 30 specific indicators. And then, use AHP law the weight, on dimensionless processing index data. By using the linear combination model evaluate the sustainable development ability of Changsha-Zhuzhou-Xiangtan urban agglomeration from 2008 to 2014. Finally, based on the evaluation results put forward countermeasures.The results show that:the sustainable development ability of Changsha-Zhuzhou-Xiangtan urban agglomeration is on the increase year by year. Maximum is 1.7504 in 2014. The index value of resources and environment subsystem is higher than the economic and social subsystem. The second is economic subsystem. In 2014, the index value of resources and environment, economic and social subsystem were 2.8818,1.7172 and 0.7054. From 2008 to 2014 Changsha-Zhuzhou-Xiangtan’s "resource economical and environment friendly" development is better. Make more efficient use of resources and environment has been greatly improved. But there are still slowing economic growth, unreasonable industrial structure, pressure on rising employment rate and urban-rural disparities in economic and social terms. Therefore, in order to improve the sustainable development ability of Changsha-Zhuzhou-Xiangtan, this paper puts forward countermeasures from industry, employment, urban and rural, entrepreneurship and innovation, resources and environment aspects, etc.
