County Industrial Structure Evolution Mechanism And Optimization Of Research

The county and the county-level city are basic units in Chinese administrative division system. The county economy which based on the territory of the county-level administrative division is a relatively independent basic economic unit, takeing the county as the center, the countryside as the hinterland, and county government as regulative main body. Since China has implemented reform and open policy, county economy has grown to be an important part of the regional economy and the basic of supporting sustainable economic development, and has the huge promoting effect on our country economy. In different regions, county economy has formed a variety of development models and operating mechanism. The "Eleventh Five-year" plan proposes the objectives of the industrial structure's optimization and promotion and the coordination of the developing trend of city and countryside, which provides a beneficial opportunity for the county's economy. However, there are still many deep-level problems in majority of county's industrial structure. For example, the agricultural foundation is weak; the industrial production degree is low; the industry proportion is low and small, and development of tertiary industry lags behind, In order to solve these problems that met in the county's economic development, adjustment of the county's industrial structure should be the starting point. This paper studied the evolution mechanisms of county's industrial structure and analyzed the county economic development and the evolution of industrial structure in some aspects, discussed optimization way of the county's industrial structure, and proposes the measure about promoting county economic development.Taking the county as the object, the author studied the country economic development and the evolution of industrial structure with the qualitative analysis and quantitative analysis method, and proposed the method for the industrial structure optimization. Taking Sishui County in Shandong Province as a model, the paper analyzed its present economic situation with the correlation analysis and the gray analysis method, concluded that Sishui County's industrial structure is in the low level and the process of its industrialization is at the initial stage. According to the economic situation of Sishui county, and based on the principle of comparative advantage of optimizing the paper proposed the methods to optimize its industrial structure, advised that the Sishui county should be fully aware of the technological innovation's leading role in the future economic development and should choose ecological agriculture, building materials industry and eco-tourism as the leading industry in prime, second and tertiary industry which will speed up its economic development constantly and healthily.This paper is divided into seven parts in the structure. The first part is the preamble, which did a detailed analysis of the evolution of industrial structure's present research situation. The second part summarized the correlation theories of county's industrial structure evolution. The third part analysed the evolution mechanism of county's industrial structure. The fourth part discussed the optimization way of country's industrial structure. The fifth part is the empirical analysis part which discussed the evolution mechanisms and stages of Sishui county's industrial structure. The sixth part pointed out the correct selection of Sishui County's leading industry and the methods of the optimization for every of its industrial structure. The last part is the conclusion, which pointed out the paper's deficiency.
