The practice of reforming and opening proves that the establishment and development of development zones, considered the most thriving regions, have played a tremendous role to promote the development of Chinese economy. As the development zones are developing from the an initial stage to a higher stage, its developing method has changed from simply pursuing the expansion of the total output to more emphasis on the improvement of quality, the richness of connotation and sustainable development. The transformation stage of industry economy in development zones is exactly an important opportunity to regulate the economy. In this process, the government departments need to renew ideas, reform systems, innovate management in order to play an increasingly important role in such aspects as technological innovation, industrial clusters, enhancing services, shaping environments.Choosing Hangzhou Economic Development Zone as the object of the case analysis, this paper conducts a comprehensive study of government's roles, existing problems and their causes during the transformation stage of industry economy and then proposes some corresponding solutions. By analyzing the case, the paper further enriches the theory that the development zones'governments in China have played a role to promote the development of industry economy and also provides reference for the development zones'governments in terms of promoting economic construction.
