Along with the development of astronautics in our nation, electronic technology gets expanded development in the aspects of both function and technology in satellite and spaceship platform, which has become a main trend of current military electronic industry. After the military electronic industry enters the spaceflight platform era for further development, such already complicated electronic product, combined with the features of such platform, turns to be drastically difficult for research and development.Complelated product has the features of long research period, big investment and long quality transfer chain due to complex composition, intricate technology, complicated manufacturing process, complicated project management. Chain reaction can triggered by any quality problem during the research process of a sophisticated product, and the chain reaction could cause a significant quality issue, even a quality disaster. Meanwhile, a sophisticated product is usually developed by a work team from many differed fields and/or districts, which form a research and manufacturing system based on layering and distributed architecture to carry research and manufacturing missions; besides, the assuring system also turns from a single enterprise into multi-enterprise coordinated environment, thus to make the product assurance featured in huge technical and managemental interfaces, complicated relationship, etc. In addition, the planning and implementation of product assurance also becomes much complecated than a single enterprice due to different geographical distribution, different enterprise culture and conflict of interest, etc. Any minor problem in techniques, management and coordinating may greatly amplifies the quality potential, risks and effects.Though retrospecting on the development history of quality management and quality planning, combining the knowledge system of modern project management quality control theories, the quality management philosophy and method for national defense high technology project, this essay explores the features of electronics on satellite platform, aerospace model engineering project management, satellite product quality management and the features of R&D of Institute D that has long history in electronics technologies. Based on the zero in-orbit operating fault requirement of satellite products and through analyzing the current quality planning mode and operate method, this essay layes its emphasis in research of quality planning in order to seek a more effective quality planning mode and to provide some references to improve the quality and reliability of satellite products.
