The clansman policy during BeiWei Period goes through three stages:The first stage refers to the earlier stage of BeiWei Period. Then the country is not under the perfect feudal system, there still exists a lot of tribal system and the emperor is not quite powerful. TuoBa royal clansman are very powerful and they form the foundation of the new country and also the relied strength of the emperor for maintaining his reign.During the earlier stage , there are a lot of wars in the country, so military affairs are what the empor most concern . BeiWei army is mainly formed by TuoBa royal clansmen due to the strong power of the clansmen and the emperor's disbelief in the different races. The clansmen are in the key position in the army at that time. But with the development of the feudal system and the strength of the central power, the emperor is becoming more and more powerful. At the same time, the clansmen form the threaten to BeiWei central power. As a result, the emperor takes a series of measures to weaken the power of the clansmen.The second stage is the reign period of emperor XiaoWen . The clansman policy changes a lot during that period. Emperor XiaoWen reforms the system royal title and improves the economic status of the clansmen and strengths the connection between the clansmen and the Gaomen family of the Han nationality and make the kings of the clansmen assist the central power. The clansmen play an important role in the reform of Han culture.The third stage refers to the later stage of Beiwei, which is after Emperor' Xuanwe's succeeding to the throne. There is a essential change as to the clansmen policy comparing with the reign period of Emperor Xiaowen. The royal clansmen are not trusted and there exists a fierce contradiction between the emperor and the kings of the clansmen. The emperor firstly deprives the clansmen of their assistant power and makes the relatives of the emperor assist the power, then attacks bloodily against the kings of the clansmen. As a result, while the emperor maintains its political constancy, he also lost the defense and the support of the clansmen.
