Public Areas Of Development And Group Events Defuse

At present, China is in the special period of economic transition and social transformation. The establishment of market economy led to full-scale and profound changes to social systems. The main beneficiaries and relations of the community are increasingly diverse. Democratic consciousness, right awareness and participation awareness are increasing. Citizens show a high degree of enthusiasm to participating in public affairs relevant to their self-interests. However, the current major ways of interest expression can not fully meet the requirements of the public to participate politics, including NPC, letters and public hearings. Common platforms for citizens to express their interests openly, freely and equally has not been established. Normal channels for Citizens to express their interests are limited. Group events become common ways for citizens to express their interests, gain their right for speaking, expand influence and seek a dialogue with the government. In essence, group events are an act of civil disobedience and originated from the imperfect development of public sphere. Public sphere could not be taken as a "buffer" to ease contradictions between citizens and the state.Based on theoretical analyses to public sphere and centered on how to resolve group events, the path, strategy and measure for developing public sphere has been proposed in this paper. From the perspective of history and reality, the development of public sphere should take a progressive path, which is also top-to-down and down-to-top simultaneously. Firstly, this path should include deepening economic reform and strengthening social construction to provide economic infrastructure and system security for public sphere. Secondly, it should include cultivating of civil society organizations, strengthening public media system, improving the network of public hearings, and strengthening the basis of the public sphere. Lastly, it should include taking major social events as the starting point of guiding citizens to debate and cultivating civic awareness. In this paper, we attempt to develop public sphere and provide public platforms for the public to take an dialogue, consultation or debate about public affairs openly, freely, equally and rationally. Finally, public views will be reached and various social contradictions will be resolved, avoiding large-scale group events.
