Study On The Effectiveness Of Public Interet Expression In Environmental Group Events

In the background of the overall improvement in nationwide environmental conditions and local deterioration currently, environmental disputes and mass incidents have triggered more and more concern. At the same time, the awareness of benefits, environmental protection, rights and benefits of the public has also awoken gradually. In order to protect vulnerable groups’ interest and to maintain harmonious society, it is important to review and research on environmental disputes comprehensively, to explore the deep-seated reasons for environmental group events, and to take effective measures to resolve the conflicts caused by environmental problems.Based on the research purposes above and theory, this paper chooses public interests expression as the breakthrough point, and also takes Jingxi environmental group events as its research object. What’s more, this paper draws the conclusions about the general problems of the public interest expression in Jingxi event using the method of questionnaire and on-the-spot interviews.Based on the event itself, the present study makes a in-depth analysis on the factors of effects on public interests expression in environmental mass events, and focuses on clarifying the characteristic variables, structural variables and organizational variables which affect the expression of the public interests. In the countermeasures, according to the restricting factors of the public interests expression in Jingxi event; and also relying on the existing academic research, the successful experience of foreign countries, the political system theory and structural functionalism theory, this research attempts to build a framework to promote the public interest expression, to resolve environmental disputes and to reduce environmental group events. It needs to enhance the expression ability of the subject as basis, to speed up the change of local government’s governing idea as the focal point and to dredge the channel of interest expression as the strut, and to offer the help to resolve environmental disputes effectively, reduce and prevent environmental group events.
