Legal Issues Of International Exhibition Industry Research

MICE industry originated in the ancient market, and it has been a industry sector in 1928 which is based on "Convention on International Exhibitions". Now the world's MICE industry has become a new bright spot in Service Trade. At the same time, the MICE industry urgently needed a good legal environment. Including Germany, France, Italy, the United States, Canada, and Hong Kong enact laws and regulations to ensure that MICE industry have rules to follow. However, the Chinese scholars for the research on the legal issues of MICE industry yet to give its more attention.This paper comb the MICE industry and legislation in theory: defined the concept of MICE industry; clear features of MICE industry; review of the origin of MICE industry; introduced the legislative status of the MICE industry. Then, I selected the legal regulation of Germany, the United States, and Hong Kong's MICE industry as examples to analyze the advantages and worth experience to draw on. Their advantages include three aspects:clear government function; wholesome legal system; perfect trade association system. At the same time, I analysis the legal status of Chinese MICE industry, and found the problems as follows: From a macro perspective, the laws of MICE industry are low-level, legislation scattered; legal system are not complete; some legal convergence difficulties, from the micro perspective, the competent agencies of China's MICE industry is not clear; strict examination and approval of foreign exhibitions; unclear property rights; trade associations do not form a system; fair insurance system is imperfect; inadequate protection of intellectual property rights. On these experience and analysis, I think it is fair to enact a more comprehensive law to regulate the operation of China's MICE industry. The law should follow the guiding principles of operation of the market as a precondition, the government's macroeconomic management as guide, the leading trade association management. Under the guidance of this principle, I think China should be uniform legislation, establish MICE industry associations system under the unified organization, clear property rights exhibition, improve and perfect MICE insurance system and intellectual property protection system.
