Since reform and opening up, with the deepening of China's economic reform and social stratification, especially the dissloving"unit system",peopele's properities transfer from"unit"to"social".It make totalitarian government failure in the social management.It make government difficult to meet everyone's needs through the uniform policy. The Government gradually withdraw from the micro-economic field, some of the social field and grass-roots politics , turn to public service functions, market supervision, macro regulation and control and so on. In this case, the gaps left by government need to be filled by the relevant social organizations. At the same time, since the reform and opening up, China's growing civil society, citizen awareness of rights, political participation awareness and association willingness make various non-governmental organizations gradually develop and grow. Non-governmental organizations start to fill the gaps left by government withdrawal, driving the evolution of relations between the government and society. However, due to the impact of the traditional totalitarian system and the"strong state, weak society"model of inertia, non-governmental organizations and the Government of China relations in general is still in the relationship between control and be controlled. Obviously , it doesn't meet the needs of economic and social development and people. Therefore, the reform and improve of the relation between the non-governmental organizations is on the agenda.This paper base on the"strong state, strong society"theory perspective, overview the development of relations between the government and non-governmental organizations , sum up interaction problems between the non-governmental organizations and the Government , analyses the reasons obstruct the interraction between the government and the non-governmental organizations . At last , from the"strong state, strong society", along with the experience of South Korea ,this paper give some advice on how build ideal relation between the non-governmental organizations and government.
