In addition, from the point of the draft of the amendment of Legislation Law published in August 2014, "legislation should realize that laws and regulations are clear, specific, enforceable and operational" for the first time appeared in the provisions of Legislation Law, which shows lawmakers pay more attention on strengthening the execution and operability of the legislation, and improving the quality of legislation.
