After the founding of the People's Republic of China,with the development of socialist economic construction and enterprise,urban residential buildings generally appear in the form of multi-storey and high-rise buildings.Such buildings have complex structures,and the property owners have more complete requirements for common facilities and equipment in the community.On the one hand,it shows that the owners' sense of ownership is strengthened,which is conducive to improving the social participation of the masses.On the other hand,various community conflicts and disputes will follow.Here,it mainly refers to the conflicts and disputes between the community owners and the property service enterprises providing property services,and between the owners and other property owners.In the early 1980 s,property management was introduced into mainland China along with the process of housing commercialization.After nearly 30 years of exploration and practice,property management developed from the initial stage to the stage of rapid growth.At present,the property management projects of Chongqing property service enterprises are various and complex.However,the matching ratio between property service enterprises and property management areas is extremely asymmetric.For example,sometimes only one property service enterprise is equipped with multiple property management areas to manage property matters.Therefore,a variety of property management problems continue to emerge,owners,owners of the general meeting,the property service enterprises were tripartite force,not conducive to the harmonious and stable development of society."Property management bye-law" regulation,in the small area inside area of same property management,ought to establish owner congress,in owner congress the election produces owner committee,accept the guidance of street office(government of town and village people).Also stipulate at the same time,owner committee ought to be in the 30 days after the election is finished,put on record to the governmental organization branch that guides owner congress,owner committee to establish,accept the supervision of sub-district office(town people government).It can be seen from this,the sub-district office,as a grass-roots government organ,has the right to supervise and guide the property management work of the communities under its jurisdiction.However,with the continuous progress of urbanization,the sub-district office has problems such as unsound administrative management system,backward management system,unmatched policies and insufficient supply of personnel and funds.This paper from the perspective of administrative law from three aspects to study the sub-district offices in community property management in the performance of the problem and improve the recommendations.First of all,in the introduction,the author explained the research background and significance of the paper to the reader,including the theoretical significance and practical significance in general,and segmented to explain the writing method and research objectives of the paper to the reader,as well as the main innovation points and other illustrative content;Secondly,the author of the "Chongqing property management regulations" as a starting point,combing out the street office in the community property management of the law enforcement basis and the list of powers and authorities;Thirdly,based on the investigation and practice of each sub-district office in liangjiang new area of Chongqing,the author also analyzed the corresponding reasons after grasping the current situation and predicament of each sub-district office in community property management in liangjiang new area of Chongqing.Finally,according to the actual problems and reasons,the author puts forward his own Suggestions for building a perfect mechanism of the sub-district office in the community property management.Among them,there are Suggestions on legislation as well as on improving relevant supporting measures.
