Study On Legislation Of Wetland Protection In Guizhou Province

Lands and rivers in Guizhou are facing a series of serious problems under the pressure of the economic development. It is lack of legal norms and overall and reasonable planning and management about the wetlands in the process of development and use of wetland in Guizhou. Wetlands in Guizhou are facing the threaten from urbanization, reclamation, sedimentation, pollution, overfishing and collection, illegal hunting, water conservancy project, invasive species, overgrazing and super density cultivation in recent years. Wetlands area is decreasing, and their ecological function degenerates gradually. However, People are insufficient in understanding the importance of wetlands.This study is based on the achievement of wetland protection legislation at home and abroad in recent years, and this study found that the legislative research on the protection of wetlands in Guizhou is rare. For the purpose of protection of wetlands in Guizhou, according to the investigation and survey on the current situation of the wetland protection in Guizhou, this paper points out several problems of the wetlands protection on legal issues in Guizhou, and put forward to some suggestions for the wetlands legislative.This paper is divided into three parts with totally more than thirty thousand words. The first part has expounded the basic theory of wetland protection and the status of the legal of wetland protection at home and abroad. The second part analyzed wetland protection profiles in Guizhou Province and the importance of legal protection for conservation status. In addition, through the analysis for the problems and shortcomings that had been found by field investigation to the different and representative wetlands in Guizhou(e.g. Caohai wetland in Weining County, Red Maple Lake, Baihua Lake and Wetland Park in Huaxi city), this thesis summarized and articulated some enlightenment from the successful experience in China and abroad to wetland protection in Guizhou Province. In the third part, through summarizing the existing theory achievement, the legislative proposals were putforward in view of the problems that existed in the wetland protection legislation in Guizhou. Wetland protection regulations were analyzed, and the wetland protection ordinance in Guizhou followed the legislative purpose, legislative principles and legal system of argument were put forward the conception of the wetland legislation, the main content in Guizhou. Finally, the Guizhou province wetland protection ordinances and proposals were attached.
