The 18 th CPC National Congress had indicated that " strengthen the anti-corruption education and the honest cultural construction, avoid corruption with more scientific and effective approaches", this rule combines the integrity cultural education, integrity system construction and anti-corruption supervision together, is the way to carry forward the incorrupt government culture. With the new period of the constantly developing society, the integrity government cultural construction of the State-owned enterprises is doom to be one of the important parts of the struggle with the corruption, and also plays a significant role. To measure whether if the corporation is a successful or not, economic profit is not the only aspect, seeing the importance of the construction of the enterprise culture should also be taken into consideration. A superior enterprise culture can not only promote the cohesion, but also help make a good reputation of the organization to the public. Eventually push the organization developing constantly. The culture of clean and honesty governing is a very significant aspect of the whole enterprise culture in the state-owned corporations, meanwhile which is also the inner spiritual power to lead the organization developing in a right way. Although certain achievements have been made in recent years, our country’s integrity culture construction, but also has many disadvantages. Through the crime statistics report analysis in recent three years of national state-owned enterprise, summed up the forms and characteristics of the state-owned enterprises corruption. And theoretically analyzed the reasons of the corruption of the state-owned enterprises, and indicated the shortage of the integrity cultural construction in the state-owned enterprises of our country recently; The fourth chapter of this article is the main part of the thesis, mainly on the basis of the spiritual construction, systematic construction and environmental construction of the integrity cultural among the state-owned enterprises, and gives some suggestions to the incorrupt managing cultural in the state0 owned enterprise.
