A Study On The Present Situation And Countermeasures Of Voluntary Culture Of Shanghai Social Welfare Organizations

Since initiating reforms and open policy, China’s polity, economy, society and culture are undergoing great changes and developments. Variety of social problems and contradictions of interests emerged and the social structure scattered continuously. In this context, the government social management encountered unprecedented challenges. The traditional "single center" of the social management system is difficult to adapt to the requirement of modern government management, so it must be changed to the polycentric governance and the pluralistic management system. The participation in social governance of social organization is upon us.With the development of the society, volunteer service as an important force integrating "atomic" "social person", changed the status from the edge of the social life into the mainstream society, gradually plays an important role in the economic and social development. Social organizations operated mainly by volunteer service become the third part organization supplying the government governance and market regulation and also it’s an important way for modern citizens participate in social life. Volunteer culture, as the core and the highest level of volunteer business, is a strong support to carry forward the spirit of "dedication, love, mutual assistance and progress". Volunteer culture as the interpretation of the current core mainstream values, always embodies the great power of traditional culture and at the same time reveals the unique distinctive features of the Time’s. In the day of "social governance" going deep into people life, the advocating and fostering of volunteer culture is not only benefit to spread volunteer service concept, but also promote the innovation of the social governance, and eventually promote to build the construction of harmonious society.This paper investigated the volunteer culture construction level of Shanghai social welfare organizations by the methods of interviews and questionnaire survey, and found the following features: at the material level, clothing accessories, broadcast ways, incentives as the concentrations and intuitive reflects in the physical level of the volunteer culture all get the larger degree of recognition and attention by volunteer organizations; at the system level, the existing training and financial systems still need further deepen and perfect; at the spiritual level, because of the different features and backgrounds of the young and middle-aged groups, the cognition and motivations of volunteer service has a different degree of tilt.In view of the above characteristic, this paper gives the advice to cultivate the volunteer culture of Shanghai social welfare organizations. First of all, at the material level as the "shape" of the volunteer culture, they should adhere to combine the "top-level design" and "bottom execution"; Second, at the system level as the "body" of the volunteer culture, they have to coordinate the relationships between itself, the government and the society, to find the guarantee for the independence and the diversification of financing of volunteer service organization, mine teachers, and complete training system. Finally, at the spiritual level as the "spirit" of the volunteer culture, they should attach great importance to the unity of the cognitive education and emotional cultivation, self value and social value, self-interest and altruism factors.
