A Study On The Evaluation Of Basic Public Service In Beijing Suburbs

Based on the existing research, a theoretical study of our government’s evaluation index system of basic public services has been done. On this basis, establish the evaluation index system of basic public services about each districts of Beijing, using quantitative analysis method, mainly correlation analysis and principal component analysis in statistics. Analyze current situation and problems about each district of Beijing’s basic public services, and propose specific suggestions, by testing and applying this evaluation index system.This paper has five chapters. The first chapter is exordium, including research background and significance, domestic and foreign research review, research content, research methods and innovations. The second chapter is theoretical basis and practical exploration about basic public services evaluation study. The third chapter discusses the process of constructing evaluation index system of basic public services about each districts of Beijing, including the definition of core concepts, the exposition about indicators’ dimensions, index selection principle, determining index weights and evaluation function, etc. Screening preliminary selection of 62 indicators by correlation analysis, finally get evaluation index system, including basic education, medical health, culture and sports, social security, ecological environment, public safety, a total of six dimensions of 30 indicators, and obtain evaluation function using principal component analysis on the basis of the evaluation index system. The fourth chapter is the test and application of the evaluation index system. It is concluded that the basic public service synthesis scores and rankings about each districts of Beijing by the analysis of the statistical data of 2012 to 2014 in Beijing. Based on the test of the index system and the results of the analysis, propose countermeasures about improving each districts of Beijing’s basic public services. The fifth chapter summarizes the conclusions of this study, also pointed out shortcomings and future endeavors.
