A Study On The Equalization Of Basic Public Service In Beijing-tianjin-hebei

Beijing-tianjin-hebei Region is the third growth pole after the pearl river delta,Yangtze river delta area,and it is the core of the circum-Bohai-Sea.Meanwhile,it is the largest economic core area in north.Since the coordinated development of Beijing-tianjin-hebei rise to a major national strategy,which speed up the development process.But the unequalization of basic public services in Beijing-tianjin-hebei region hindered seriously the underdevelopment of the coordinated development of major national strategy.So,it is important to narrow the basic service gap and realize the equalization of basic public services in Beijing-tianjin-hebei,in order to makeing the coordinated development of Beijing-tianjin-hebei get better and faster development.The paper,on the basis of in-depth study related literature at home and abroad,using a large amount of data elaborates the unequalization of basic public services of the Beijing-tianjin-hebei in the basic public education,basic health care,public cultural services and social security and so on.The paper analyze the cause of unequalization of basic public services in Beijing-tianjin-hebei from the aspects of the financial system,the government management system,social participation and the system construction and so on,and put forward measures of equalization of basic public services in Beijing-tianjin –hebei which including the aspects of the reform of fiscal system to narrow the gap on fiscal capacity of public services,improve the government system and mechanism of equalization of basic public services,strengthen the social participation to promote the equalization of basic public services,strengthen the system construction of equalization of basic public services.The paper,on the basis of utilizing the study methods including literature method,historical analysis,the combination of quantitative analysis and qualitative analysis and so on,in-depth analysis of the problems and resons of the unequalization of basic public service,and measures of the equalization of basic public service,which has important theoretical and practical value in enriching the theory research of equalization of basic public service in Beijing-tianjin –hebei as well as advancing the process of equalization of basic public services in Beijing-tianjin-hebei.
