In recent years, China has been actively building a service-oriented government in order to provide better services for the community and to enhance the administrative efficiency. As the most closely connected bridge and link between the nation and the people, the civil servants which on the basic level, play an important role. However, China’s current incentive for the civil servants on the basic level is not adequate brings about the undisciplined and inefficient work existing on the basic level, which seriously restricted the rapid transformation of government functions. Therefore, the current incentive system of the civil servants on the basic level needs improvement.This article is based on the reality, take the staff motivation of the Bureau of statistics of D district as an example, combined with the special management mode of civil servants in our country and the current incentive theory, carry out a survey in using the form of a questionnaire on the present situation of the staff motivation and job satisfaction, and find out the reasons for inadequate incentive of the Bureau’s staff, put forward some suggestions and methods for the improvement of the staff motivation, hoping it can mobilize and inspire the initiative and the enthusiasm of the staff.
