Liaoyang Municipal Bureau of Statistics has become the staff of Party committees at all levels and governments,the barometer of economic and the public information window,the task of civil servants in Municipal Bureau of Statistics is increasing,and physical and mental stress grow rapidly.To change this situation,the thoughts and attitudes of the civil servants should be changed firstly,and the civil servants incentive should be further improved.Liaoyang Municipal Bureau of Statistics,as an important part,the research on the incentive problems of the civil servants has unusual and important significant,no matter in theory or in reality.On the basis of studying the domestic and foreign theoretical achievements and practical experience,questionnaire survey is used to understand the civil servants incentive status in Liaoyang Municipal Bureau of Statistics,which starts from five dimensions:salary incentive,promotion incentive,appraisal incentive,training incentive and reward and punishment incentive.Founding that the implementation of the increase in wages and other benefits have been implemented,but the desired effect is not achieved and there are still some problems,mainly manifested as the difference between salary is not obvious,occupation promotion is not smooth,the formalization of assessment results is serious,the expected training effect is not reached,the negative incentive is not in place,and the main reason is that the incentive concept is obsolete,the promotion incentive is restricted by system,"goody-goody" thought and personal emotional tendency are existed in assessment process,lack of testing,evaluation and feedback in training and the negative incentive effect is easily out of control.According to a series of new requirements and new spirit put forward by the 18th National Congress of the Communist Party of China,from actual situation and characteristics of the Liaoyang Municipal Bureau of statistics civil servants,this paper has paid efforts to explore the objective law of each civil servant incentive component.After summarizing,puts forward three countermeasures to optimize the civil service incentive of Liaoyang Municipal Bureau of statistics,namely,to establish scientific and correct incentive concepts,to improve and perfect the incentive methods,to innovate and optimize the incentive system.As long as we explore in practice,the civil servants of Liaoyang Municipal Bureau of Statistics will be promoted to continuously forge ahead,update knowledge,improve quality,enhance ability,and to be a statistical team with high quality,strong ability,and excellent performance,which let the Liaoyang Municipal Bureau of Statistics reform and innovate to make contributions in scientific development.
