The paper aims to establish a "Civil Servant Biodata Questionnaire "on the basis of Biodata theories in the west and official job analysis of our country.lt will provide a new selecting method for civil servant,combining qualitative analysis and quantitative analysis,synthesis mental measurement and the statistical analysis,making up the blank of mental measurement in our civil servant selection.Meanwhile,the author will put forward some referential proposal on perfecting and innovating mechanism of civil servant selection in our country.The questionnaire takes" promotion speed" as the criterion, establishjing by experience criterion method.As reference to IAR, the questionnaire preliminarily selects and establishes items by deep job analysis as well as individual interview.The questionnaire has selected Shenyang, Dalian, Anshan and Benxi totally 4 cities of 230 civil servants to carry on the forecasting and formal inquiry, while selecting 107 enterprise staff members as the comparison sample.The formal questionnaire establishes after the process of item analysis, the examination of validity and the reliability..The findings indicate that "Civil Servant Biodata Questionnaire" has good criterion validity, discrimination validity, structure validity and coherence reliability, which proves its effectivness and reliability. The four dimensions:the school achievement, the academic achievement, the work competence and the leadership all have close connection with the criterion---the promotion speed. On the basis of analysis above, the article suggests:with the strengthening of scientific qualification appraisal, the "Civil Servant Biodata Questionnaire" can be introduced into the qualification examination and selection session to help select talents.lt will contribute to reduce the the test cost and enhance the objectivity of selection. Meanwhile, we should speed up the development and introducment of other advanced human resource selection method in order to enhance the scienticalness and effectiveness of civil servant selection in our country.
