The government performance evaluation is the comprehensive evaluation of the efficiency of the government's administrative behavior,ability,quality of service,public liability and public service satisfaction in a certain period of time.It is an important way to improve and enhance the performance of the government.Government performance evaluation has becomes the focus of the public domain research since the new public management movement in the 1970 s.In the 1990 s,China began to study and introduce western government performance evaluation theory.Since Then,many local governments have tried to establish distinctive system of government performance evaluation based on their circumstances in order to guide the reform of the government and accelerate the transformation of the government.General secretary Xi Jinping pointed out,"Management and administration of the party must be strict".Department level leadership evaluation is an important achievement of the county government manages leading cadres and innovative working methods,To strengthen and improve the assessment mechanism and the establishment of a scientific and effective assessment system,is related to economic and social development.At present,the research vision of government performance appraisal is always locked above the city and county level,the performance appraisal studies on the county leading bodies can be described as very rare.Therefore,the study of the evaluation system of township section level leading bodies of ZaoYang county can not only fill this gap,but also to provide rigorous scientific theory for the further innovation management and evaluation of leading bodies of ZaoYang county government.In this dissertation,section level leadership evaluation system of ZaoYang county is the research object..Through systematic analysis about the current township section level leadership evaluation system,the paper points out the main problems and contradictions existing in the evaluation process,and put forward to give some suggestions to improve the level leadership evaluation system,then also clear the direction of improvement,and provide a theoretical basis and practical reference for the construction of section level leadership evaluation system.
