But on the other hand, a large number of non-governmental organizations that show a high degree of dependence on government departments, but also face how to integrate into the grassroots community, to carry out charitable projects, to provide professional services to the real challenge. Accordingly, when an exogenous non governmental organizations in a project development, to promote the public welfare projects to support, how to with the government, local social organizations and the public launched effective interaction and cooperation, and fully mobilize the relevant subject participation and local resources, is very need to discuss an important issue, also is this article writing original intention. Specifically speaking, the main use of the observation method, semi-structural interview and literature method.In the research content, the whole paper is based on the idea of "embedded, ex-embedded, embedded", and reveals the process of local non governmental organization in the local process through the micro process. Specifically, this article first introduces the development status of S establishment, implementation and Yaoba, provide the basis for the following analysis; then present S early by the local social environment, in order to take into the local social networking strategy; then, in the S development project because of ideas and interests with the local people deintercalate lead project blocked, facing a crisis of confidence; again, in order to achieve the goals of the organization, S organization has taken to the government, the villagers to accept the project, will be included in the new project; finally, summarize the intrinsic motivation for S organizations to participate in the strategy transformation, and discuss the governance composite subject in environmental protection and community in the development of the problem.It is found that the embedding of the foundation is not enough to support the development of the foundation in the local development, but it is more important to be embedded in the interests of the foundation, and to construct a multi agent complex governance system.
