Lack Of Nuclear Security Supply And Improvement Of Countermeasures In Northeast Asia

Nuclear security risks associated with the development and utilization of nuclear technologies are important hidden dangers in the peaceful use of nuclear energy by mankind.Northeast Asia is the focus of converging interests and strategic competition among major powers.Ex-regional nuclear powers have extended their deterrence for a long time.The region includes a single-state nuclear-free zone,and countries that legally possess nuclear weapons,actually possess nuclear weapons,threshold nuclear states,or rely on nuclear deterrence.Hundreds of nuclear power plants are in operation,under construction or temporarily shut down,posing a number of potential nuclear safety threats.From the perspective of regional public goods,the lack of nuclear security supply in Northeast Asia is reflected in the lack of consensus on regional nuclear security strategy.The supply imbalance is reflected in the fact that both countries in Northeast Asia and the United States outside the region focus on maintaining international nuclear non-proliferation goals,pay little attention to regional civil cooperation on nuclear energy,and the coexistence of nuclear energy utilization policies such as denuclearization,nuclear reduction,nuclear maintenance and nuclear increase in the region.Supply failures are shown as the Six-Party Talks mechanism exists in name only;the negative externalities of the US-Japan and US-ROK alliance mechanisms are prominent;there is much room for improvement in the region-core security cooperation mechanism;and there has been no substantial breakthrough in region-wide cooperation against nuclear terrorism since the September 11 incident.From the perspective of the main suppliers,the main reasons for the lack of nuclear security supply in the region are the inadequacy of international organizations,the strong intervention of the United States outside the region,and the lack of coordination among regional countries.Based on the experience and lessons of OSCE,ASEAN and SCO in the supply of public goods of regional security,the improvement of nuclear security supply in Northeast Asia can be carried out from three aspects.To consolidate the awareness of regional nuclear security community from three aspects: consolidating the economic foundation,excavating the cultural gene and enhancing the regional nuclear security consensus;To improve the regional nuclear power safety coordination mechanism,improve the regional nuclear security mechanism and optimize the regional nuclear non-proliferation monitoring mechanism;A Northeast Asia community of shared future on nuclear security should be built on the basis of extensive bilateral and multilateral cooperation,with a view to promoting the peaceful use of regional nuclear energy and the peaceful development of Northeast Asia.
