An Analysis Of The Influencing Factors Of Public Policy In The Process Of Urbanization In Counties

Urbanization has been focused continuously by our government. In China, urbanization is closely related to public policies. As China’s New Normal arrived, our cities and towns are confronted with new situations and new opportunities. County government is executive and planner of new urbanization; County can create distinctive governance mode flexibly, publish public policies appropriately, and improve policies and measures. Therefore, the transformation of urbanization in county has become the key to development of the new urbanization in China.The paper studies on Nancheng, a County in Jiangxi province. On the basis of urbanization and public policy theories, the paper analyses on population, land, industry, finance expenditure of Nancheng for 15years with the method of empirical study; And the paper study on public policies and urbanization rates by SPSS; Besides, it explores the fiscal expenditure process of local government on the theory of budget decision. Finally, the paper constructs the public policy system, and make exploratory research for midland under the new situation.The conclusions are as follows. Firstly, Nancheng enjoys significant policy advantage; it has been the experimental county of Administrated by Province and the member of Xiangpu Economic Belt, which bring huge opportunity to urbanization. Secondly, the population imported from villages and towns and the reflux of migrant labor contribute to the improvement of Nancheng urbanization rate, so county government should pay more attention to population citizenized at present. Thirdly, the county’s GDP increases rapidly, and the industrial structure optimized gradually; while agricultural is on low level of industrialization and suffers from the shortage of talent and labor. Besides, the employment of migrant labor and citizenized of rural migrant has been constrained by systems and institutions. Fourthly, Nancheng government lay emphasis on urban construction and industrial park construction, so the capital construction and real estate investment soared. Fifthly, the paper analyzes on the data of total fixed asset investment, capital construction investment, and fiscal expenditure and urbanization rate; and concludes that the public policy and urbanization rate are significantly correlated.According to these conclusions, the paper put forward some suggestions for the future of counties in midland. County government should make full use of national strategies and plans, innovate local policies, refine the functions of local government and supporting facilities, and realize the development of urban as well as rural. And make our country develop from "rural China" to "town China".
