On The Innovation Of Government Service Mode

After 40 years of the reform and opening-up policy, Chinese economy and society has the big change, as the people`s material and cultural needs growing and the political economic developing rapidly, traditional pattern of administration is difficult to adapt today`s social situation and people`s life. After the third plenary session of the 18 th communist party of China, the government accelerating the construction of law-based and service-oriented government, pushing on the modernization of the national management system and management ability. The service-oriented government is the most important part of the process, as the key to the construction of the service-oriented government, improving and innovating the service model is the necessary option at the reality situation of China.The essay on the basis of concluding the experience and lessons of the model of Chinese government administration and the construction of service-oriented government, and analyzing the current problems and its results of the service model of Chinese government, also, trying to exploring the new way to innovation. The article divided into three parts. The first part is to review and summarize the development of the model of Chinese government administration, discussing about the administration model, such as domination, regulation.etc. And defining the service-oriented government and analyzing its characters. Also, concluding the improvement, form, and character of the service model.The second part is analyzing the objective demands about innovation of service model at the current situation in China. First of all, in external environment, the construction of service-oriented government, the growing of people`s material and cultural needs and socialist marketing economy all pushing on the innovation of service model. Secondly, analyzing the shortcoming of the existing service model, and at last pointing out that service model innovation`s political value in today`s China. It can promote the effective of the government work, and strengthen the legality of the government. It can promote the modernization of national governance system and governance ability. It can promote the development of Chinese socialistic democratic polity.The last part is trying to find some new ways to innovation of the service model in service-oriented government. It has 4 ways, firstly, improving the mechanism construction of civil servants, thus, guaranteeing the innovation of service model and the construction of service-oriented government fundamentally. Secondly, innovation government responds to improve the government work quality. Thirdly, using the new internet technology innovate the government service model. It included enhancing the internet secure and network transparency; constructing and improving the EG and network political; using the new network, such as big data, internet of things. Forth, define the relationship of the government, market and society. And make government by providing the high quality public goods and public service to promote the level of the construction of service-oriented government.
