Since the reform and opening up, with China’s economic and social development, supply and demand mechanism occurred significant changes, the public demand for public services are becoming more and more diversified, the original government monopoly of public service supply mode already can not adapt to the needs of social and economic development. In recent years, through the purchase of public services to provide the public services, has gradually become an important means and ways of local governments to improve public services supply effect and level, the purchase service supply method is widely used in various fields of social and public services. through the purchases of public organization, carryout the cooperation between government and social organizations, playing the positive role of social organizations to participate in social governance. introducing competition mechanism in public service supply mechanism, setting up a balance the relationship between government, market and social organizations, and has meet the diversified demands of public services, improved the public service supply effect and level, strengthened the government social and public affairs management and service work. China’s government purchase of public service development started late, the development from theory to practice are still not mature place. Although it has been widely used in education, health, poverty alleviation, employment service, community service and other fields, and has made some achievements, but correspondingly, there are some problems and shortcomings.This thesis first proposes the related concepts and theoretical basis of government purchase of public service, then analyzes the current development status of China’s government purchase of public services,including the necessity, the basic elements and the effectiveness of development. And then choosing Britain and America as the representative, based on the analysis of the successful practice of foreign government in purchasing public services, summarizing the beneficial experience for China’s government. Then the thesis analyzes the current Chinese government purchase of public service problems and problems generated,according to the revealed problems and reasons, combined with practice putting forward some advice to promote the Chinese government improving public services supply effect and level. Including establish the concept of service-oriented government, the establishment of government and social organization of the mutual relationship, establish and improve the supervision and evaluation system, strengthen the social organization ability construction, improve relevant laws and regulations.
