In recent years, with the rapid development of national economy, the construction of fire forces in all kinds of good development momentum. But because now is the perfect performance appraisal system has not yet been established, limited police resources have not yet realize the maximization of the benefit of the reasonable configuration and operation, management of the forces and affected by the larger. Therefore, it is necessary through the establishment of more system and perfect performance appraisal system, and create a good environment for the mechanism of operation, scientific setting evaluation index, and give full play to the guiding role of the performance evaluation, basic to accurately recognize, measure and evaluation work of the multiple benefits.In this paper, the research in Kunming city fire team, for example, using the modern performance evaluation theory, analyze the current fire team performance appraisal system of existing problems, and on this basis, combining forces task during the period of transition and the change of the environment, science building fire service performance appraisal system in kunming. The study found that the past performance appraisal system, a new performance evaluation system in the assessment purpose, process, index selection, evaluation method and evaluation criteria defined innovation. The system including the aim and principle of the performance appraisal, the appraisal object, method and cycle, the selection of evaluation index, evaluation steps, evaluation of the application of feedback and interviews, the results of the appraisal and so on. Through the new performance appraisal system of operation, army officers and soldiers rushed to merit consciousness has been greatly improved,rapidly improved its working efficiency.
