In the modern human resources management theory, a branch of performance management is very important, also is enterprise one of the important means of adjustment and allocate human resources. Performance management is through the means of incentive and constraint to promote personal performance, department performance and the performance of the entire enterprise. Scientific performance management for enterprise’s organizational goals to achieve. Performance management with the development of the theory of human resources and development,and the application of performance management is constantly to the non-enterprise domain development, from the enterprise, government departments and institutions such as colleges and universities. Is climbing the peak stage in our country, social management and public service demand to various institutions set a higher capacity requirements, and to the introduction of the performance management for human resource management is becoming more and more high.Institution in the aspect of performance management practice started late, many institutions are formalized in construction of performance management aspects,therefore still cause the institution of civil servants to keep the \ "iron rice bowl\" mentality. Project management is one of the important methods of modern enterprise management, project management has a high degree of orientation and process, is one kind of strategic management. So to introduce project management as a business entity of performance management, can help enterprises to solve some problems in performance management. Based on relevant theories of performance management and project management as the foundation, with X city bureau as an example,according to the theory of constructing the performance evaluation system based on the project, and then through the analysis of X city bureau problems of performance management, the use of project management to solve the problem existed in X city bureau performance management.X city bureau as a representative of the public institution in China, represents the many institutions of common problems in performance management. This paper proposes a performance management scheme based on project, although from the case,but hope to be able to solve common problems. And hope to improve the status of the public sector performance management in our country, promote the service level of public institution.
