The reform of state-owned enterprises is one of the most important problems in update economic area. Though some achievements have been made, it is still far away from success. On the other side, a more basic question will be brought out: Why does the same condition lead to different efficiency? In other words, are there any more important or fundamental elements that decide the development of the enterprises, except some objective conditions from outside and basic conditions from inside? This article demonstrates the importance of effective management to enterprises by expounding aforesaid question through analyses of a case of an state-owned enterprise's successful transforming .The results of this article are that the cultivation different kinds of makings in enterprises should be on no account ignored while the reforms of system are emphasized. There are some objective laws of the development of enterprises itself and technology of management and scientific methods of management are both needed. This article is divided into six parts.Part One gives a brief introduction of the whole process of the enterprise transforming from an military enterprise to a public-shareholders company.Part Two discusses the basic makings of an efficient manager such as one's personality, capability, intelligence, views, goals and so on by analyzing the first manager of the enterprise .Part Three demonstrates the importance of technology innovation in the development strategy of enterprises.Part Four is the main part of this paper. In this part, some management methods of the enterprise which are efficient and practicable are listed and expounded. These methods are as follows: the objective management and TQC management, distinctive financial management, several different material management, and so on. By using these methods the enterprise has gained high efficiency , has wined leadership in technological innovation , and has achieved stable profit.Part Five introduces some relative experience in assets operation of this enterprise ,for example , to import foreign capital and management, to build joint-venture, to bring fixed assets into full play and to step into international market etc.Part six points out the problems of the enterprise and puts forward some advice to solve them .
