The amelioration and coordinated development of urban ?rural relationship is important contents in Chinese modernization research, and the situation of a country抯 urban ?rural relationship makes a notable impact on the situation of the country抯 economic and social development. Since the foundation of PRC in 1949 ,Chinese urban ?rural relationship has gone through a winding course of development. In the early years after the founding of new China, the central decision makers decided on the sectoral policies of giving priority to heavy industry, which made a direct impact on the development of urban ?rural relationship. In order to realize the strategy of giving priority to heavy industry, the two problems China must resolve were capital accumulation and labor allocation. China established the unified purchase and marketing system for basic agricultural products in 1954, the basic function of which was to accumulate capital for national industrialization. At the same time, the strict urban residence registration control system had been adopted, and in rural areas, the peasants were tied up to the farm under the people?s commune system. So urban areas and rural areas became two communities that had been kept apart. The reform has brought Opporttlnities to the amelioration and coordinated development of Chinese urban ?rural relationship. Since the reform and openning, the development of urban ?rural relationship is detaching from the original orbit. The production factors is quickenning to float between urban and rural areas, and rural markets have bad a great development. The rise ofrural industrialization propels the alterai:ion of urban ?rural setoral structure,??and the urbanization has made a new improvement. At the same time, the appearance of new contradictions will influence the successive coordinated development of urban ?rural relationship.China抯 urban and rural development can not be achieved in a sealed off system. It has to be an open system that facilitates extensive exchanges between urban and rural areas. Such exchanges must not be restricted to ordinary commodity but should also include re ?allocation of production factors (capital, labor and resources etc) and linkage between urbn ?rural production process. Measures should be adopted to change the unfavourable position in which rural areas have always been in the flow of production factors and the efficient deployment of resources. In order to quicken the flow of production factors, the urban ?rural markets must be restructured, and the unbalanced state of urban ?rural markets must be changed. Such measures should be adopted as to enhance the function of industrial products in openning up rural markets, to stimulate rural bagaars trade transforming into higher ?level state, to deepen industrial consumer goods circulation system reform and agricultural production means circulation system reform,and to promote the specialized division of labor and cooperation.The coordinated development of agriculture and industry and the coordinated development of rural industry and urban industry are main contents of the coordinated development of urban ?rural sectoral structure. In order to realize the coordinated development of urban ?rural sectors, it is necessary to deal with the relationship of resources deployment and profits deployment in the alteration of urban ?rural sectors correctly , to change the unfavourable position that agriculture, rural economics and under ?developed areas have been in to??propel dual economics to change into integral economics, and to lay the foundation for the organic combination and sustainable development of urban ?rural sectors around these two aspects. The process of coordinated industrialization should be quickened to replace the strategy of one ?sided industrialization giving priority to heavy industry.
