At present, the hilly area is a less developed economic area inJiangsu province. Carrying out the stfategy of distfict commondevelopment and accelerating the speed of getting rid of poverty in poorareas is one of the important measures to achieve provincialover-century development goal. It is therefore of great practicalsignificance to study the tactics and prospect of agriculture resourcescollocation in hill's ecological area. This article sets hill's ecological areain Yzheng as a typical example, and makes systematic analysis in thepotentiality and characteristics of agriculture resources in this area bycollecting dam, investigating tyPical cases, consulting experts, makingon-the-spot inspections and testing and verifying by practice. Wth thetheories of market economy, agricultUre ecological system, it outlines thebasic principle and strategy of optimal aPplication of agricultUreresources.According to the above theories, agriculture resources collocation inthis area should follow four basic principles: l synchronizedsocial-economic-ecologic development, 2 suStainable development, 3comprehensive lltiliZaion measures adaPted to local conditions, and 4combination of current and long-term benefit.Regional characteristics of agriculture resources in hilly ecologicalarea in fizheng are obvious. TemPeratUre and sunshine are rich andsuitable for groWth and various crops. Howevef, rolling landforms,topography, poor soil fertility and unevenly distributed but abundanrainfall are the main constrains. It has diversity of land tyPes and theland per caPita is higher than the average of province, but use efficiencyis low A large proportion of land is classified as medium-to-lowproductivity land with mono-planting structure. On the whole, this areais superior in location, developed tfansportaion system, obviousregional characteristics, but poor labor quality The proportion offorestry and livestock farming are low and country economy is lessdeveloped.Diversity of un- or less-used natural resources in the hilly ecologicalarea in Yalleng makes the area great potential for its development. Theresources include plenty of land, plenty of heat and watef, diversity ofbio-resources, better ecological environment and richness of laborsources. There is a bright prospect that agricultllre, foreStry livestockfarIning and fishery develop comPrehensively in this area. The strategyof optimal collocation of agricultUre resources in vizheng shouldconsider the combination of agri-structllre adjustffient andecologic-eGOnomic continuity. Efforts should be paid to developresources to more intensive and extensive extend. A step should be takento locate main supporting enterprise and main products, and then attrctcaPital inputs, highly qualified human resources, and funding-richenterPrisers accordinglyThe strategy of oPtimal deploying of agricultUre resources inYzheng covers four aspects. Firstly, interior agricultUre smicfore shouldbe adjusted, in order to increase efficiency and productivity of the land.Secondly, agricultUre labor quality should be raised and labor resourceshould be better used, so as to tum the social-economic resources intoproduction powers. Thirdly, agricultUre produce market should beencouraged according to the market demand, so as to transform theadvantage of area and resources to economy advantage. Fourthly, macrocontrol and management of agriculture resources optimal collocationshould be strengthened, in hence to supply a strong system of supportingand safeguarding.
