| A special term emerged when China implemented the renovation of wall materials, namely, new wall materials which is nomenclature coined in comparison with solid clay brick, a traditional wall material.The production of solid clay brick has consumed a great deal of land resource and energy,and caused environmental pollution.On the other hand,thermal insulation of exterior wall built with solid clay brick is poor,which is disadvantageous to energy saving construction and environmental protection.In Chengdu,energy supply is tight,and arable land is limited. Therefore, Chengdu must give more efforts to the development of so called new wall materials characterized with energy conservation,soil saving,waste recycling,environmental protection and multifunction in construction to replace solid clay brick which occupied and is still occupying the dominant place of total wall materials and products in Chengdu.The move,which has protound historic sighificane and is an important drive to materialize sustainable development, is a great undertaking that will benefit future generations. In the preface to this paper, it clarifies that the kind of new wall materials and the urgent of developing new wall materials in Chengdu. It expounds that Chengdu is south city of trying renovation of wall materials to develop new wall materials, adopting method of system project,receiving chievement of work with soil saving, energy conservation, waste recycling and multifunction in construction. This paper, in stead of concrete stipulations to the stage objective of the industry of new wall materials development, aims at studying the emergency tactics to developing process of the industry of new wall materials along the direction of development. The whole paper consists of two parts. In the first part, it expounds that the policy of "using solid claybrick is forbidden" in Chengdu and the demands of entering into the WTO, Chengdu city must develope new wall materials rapidly, so that promote the enterpriese of new wall materials development in sharpe competiton. Economic sustainable development in Chengdu must develope new wall materials too. First, soil limited and "ton rice field" force that must limit solid clay brick in Chengdu,soil protected; secondly,energy consumed for production of solid clay brick and energy consumed for temperature drops of construction saving must develope the new wall materials too; Thirdly, waste dregs of industry and living rubbish accumulate for using large land, pollution is serious day and day, must do urgly, environmental protected, but using it for original material develope new wall materials to change waste to precious and using waste dregs together. The second part remains key to this paper. Viewing the development connotation of Chengdu new wall materials industry, it puts that the standpoint of countermeasure research work lies in how to improve resource allocation and how to organize its practical appliance in new wall materials industry. Meanwhile both the following indicate the advances of resource quality as well as its working efficiency: levels of production, service and management of enterprise go up; also , the scale of enterprises continues to enlarge, together with good coordination, proper complementary and orderly competition among enterprises themselves. This part proposes following concrete countermeasures to developing Chengdu new wall materials industry: First creating good outer surroundings.By-heigqhtening cognition of developing new wall materials , strengthening leadership, propaganda and legal construction of the renovation of new wall materials; secondly, promoting standard construction of enterprises of new wall materials in Chengdu by converting conception, realizing the standard work and raising standard product and standard administration;Thirdly,propeling the progress of techniques.
