Learning organization theory is one of the forefront contemporary management theories. As a macro-management theory, the learning organization management theory has been successful in the enterprise to prove that it is a most advanced management theory. At the same time, the practice has proved and will continue to prove: it also applies to other organizations. In many countries in the world, the governments also attach great importance to promote it. For instance, the government of Singapore uses it to guide the management, proposing to build a learning government; the Japanese government uses its guiding urban management and suggests the Osaka city will be built as a learning city. These both have had great success. The learning organization arises based on that a knowledge-based economy is coming and knowledge management becomes a core of management, which is with specific connotation, In management practice, learning organization has been demonstrating a strong vitality. To build learning government in China is the inevitable requirement to adapt new situation and new target. It is not only a necessary choice to meet new challenges but also a key to create a learning society. We should pay close attention to and actively promote learning organizations, in particular the learning government.Firstly, the article analyzes the effects of the economy's globalization. Then, this paper explains the theoretical foundation of learning government and describes the formation of learning organization, the content of learning government and the base for constructing learning government. Based on these explanations, this article discusses the relationship between the construction of learning government and the management of human resource.The learning government construction is mainly based on learning of government employees. Only by strengthening human resource management, creating good learning environment and system, increasing whole comprehensive qualities of officials, and improving service capabilities and levels, the learning government construction can be created step by step. So, this paper takes human resource management as a major research object to find problems in human resource management during learning government construction and to give some suggestions. I hope it can help the human resource management in government and learning government construction progress.This article mainly analyzes the problems within human resource management during constructing learning government, such as bureaucratism, motivation system, learning and training systems and intellect obstruction in learning process. Finally, this paper puts forward the suggestions for improving human resource management during construction of learning government, such as overcoming bureaucratism to build perfect learning environment and system, to create motivation and learning systems in government and to form group spirit to conquer learning obstruction.
