With the establishment and development of socialist market economic system, the management mechanisms of Chinese enterprises have been undergoing fundamental changes, however, due to outdated management conceptions, backward management methods and improper operation mechanisms, the management efficiency of most enterprises is still very low, and can't keep pace with the fast changing market. Therefore, it's imminent for Chinese enterprises to adopt proper management measures, based upon the study of factors affecting organizational efficiency, so as to increase their competency. Of all the factors affecting organizational efficiency, the author of this thesis believes that human resource management is crucial.By investigating management problems and raising the solutions of the problems related with human resource management in a high-tech private enterprise, this thesis primarily expounds how to enhance enterprises' human resource management to increase their competency. With the Organization Theory, this thesis analyzes the human resource management problems in the investigated enterprise and the causes of them, and puts forward the solutions to the problems, which include, establishing a scientific human resource management system, developing shared values, re-designing organizational structure, changing the management system, etc., so as to improve organizational efficiency and achieve competency.This thesis consists of three parts. The first part introduces current situation of human resource management and organizational competency of the investigated enterprise, and puts forward the objective of the investigation; Then, in the second part, after presenting the method of the investigation and analyzing the collected data, this thesis sums up the human resource management problems existing in the investigated enterprise. Thirdly, applying the theory of relationship between human resource management and organizational competency from Organization Theory, this thesis provides solutions to the problems from the aspects of human resource management, corporate culture and organizational changes.
