Justice is the last line of defense of social relief,in the process of promoting the rule of law,the judge as the carrier of judicial system,their quality related to the judicial fairness and justice,related to the judicial public faith force,related to the social harmony and stability,related to the level of the construction of the rule of law,related to the public confidence in the rule of law construction.So this article select the judge group as the research object,and in the view of human resource to study of the competence characteristics,to build competence characteristics model,not only has theoretical significance,but also has positive practical significance.Based on the review of the judge,and the theory of human resources such as the competence characteristics and the competency model,combining with the changes of the judge's quality since the reform and opening up the process to analysis the judge's quality.And then through the literature review,expert interview method to determine the judge competence characteristics,and according to the competence characteristics of certain formulation questionnaire for pilot test.Through the analysis of the pilot test results,listen to the opinions of the experts,and to modify and improve the forecast questionnaire,determine the formal questionnaire and data collection.After the data collection,the first use of Excel software to preliminary screening data processing.Second,using SPSS software to descriptive statistical analysis,the data is further screen out and mergers,after verifying the validity of data in good,exploratory factor analysis on data.Through principal component analysis was carried out on the data,to extract the characteristic value greater than 1 common factor as the key indicators of competence characteristics,constructed by the diathesis of professional ethics,professional ability,ability to learn,political,cultural accomplishment,the work attitude of five dimensions of 14 up to judge competence characteristics model of characteristic elements.Finally,test the reliability of the questionnaire.Next,in the competencies model of various competence characteristics on the basis of system analysis to explain and analysis model in the practical application of the judge took system selection and training of the judge,to provide scientific reference for the judge to select,at the same time for targeted to improve the competence of the judge training Suggestions are put forward.
