With the rapid development of the world economy' s globalization and the fierce international competition, transnational companies(TNCS) are exceeding nations and becoming the main booster for promoting the globalization and internationalization of world economy. The advantage of monopoly on technique has always been the key factor for TNCS to grow and develop. And the investment has always been focused on research and development(R&D). Previously TNCS' technical department was commonly concentrated and holdup in parent company. Since 90s' of 20th century, TNCS' R&D take on an international tendency. The proportion of foreign investment on scientific research of the total funds for R&D and the ratio of foreign scientific research personnel recruitment have continuously been going up. R&D institutes were established at abroad, global unit of training, scientific research and manufacturing was set up, international cooperative R&D was performed in many high tech fields. The purpose is to utilize foreign technological resources and decentralize risks, to more perfectly meet local market requirements, to establish its own international R&D network and therefore to strengthen its monopoly advantage.During this international trend of R&D, China has been undergoing great impact o More and more world-famous TNCS establish R&D institutions in China or cooperate with China's scientific institutions or universities by building up R&D strategic alliance?Facing this new situation of TNCS' development, what China should do become the focus of this paper. This paper thinks that, on one hand, we should adopt "welcome-in" strategy by encouraging and guiding the foreign TNCS' R&D internationalization activities in China; on the other hand, our enterprises should be positive and adopt "going-out" strategy to improve their international-competitive ability.
