The paper analyzes the present status of product R&D project management at ZSGCL (Zhuzhou Smelter Group Co. Ltd) and find out its existing problems such as: ambiguous project scope, unreasonable project decision-making, poor communication between different departments, ineffective project time management, inequity of responsibility, power and benefit of project manager, diseased project team system and ineffective control of project adventure and fault. Furthermore, using modern project management theory and combining the actual situation of product R&D project management at ZSGCL, it brings forward the following countermeasures of strengthening product R&D project management:1. Reform and perfect the system of product R&D project management. The old linear functional system should be changed to project system, SBU (Stategic Business Unit) of product R&D project should be established and a specific administrative organization of product R&D projects should be set up to monitor the overall process of project management.2. Normalize scope management of product R&D project. Project scope must be determined before project decision-making and can not be changed at will during the implementing of project, i.e., any product R&D project must be managed by the procedure of startup-scope planning-scope definition-scope check-control of scope alteration.3. Strengthen adventure management of product R&D projects. Major venture factors should be found after venture identification and quantification, countermeasures should be worked out and ventures should monitored timely during the implementing of project in order to elude risks as best as one can.4. Reinforce time management of product R&D projects. According to the procedure of activity definition---activity ordering-activity time estimating-working out schedule plan-control of schedule plan, schedule plan should be established, which is used to control the whole process. In additional, project time management should be brought to objective management system.5. Set up and perfect human resource management mechanism of product R&D projects. Major countermeasures are as followed:(1)Establishing and perfecting manager mechanism of product R&D project.(2) Adopting suitable project organization planning and designing.(3) Using suitable and effective inspiriting mechanism.(4)Effective empowering.(4) Cultivating team spirit.
