To research this problem the author studies many theory of international operation and finds full material at first. And then, the paper finds there are many factors. In macro-viewpoint there are China out of WTO, domestic market is not sound and the Plan System. In middle-viewpoint there are the foreign trade guild can't meet the need of practice, the development of economy in different area is unbalance and the function of government is unfit. In micro-viewpoint there are the Property Right is not bright, weak management and inferior International Marketing.Since China is the member of WTO now, the paper studies many relative international agreement and clause, then find there give a very good system to develop international business. To comprehend the problem clearly, the author gives a comparative research after that, he thinks the success of the Non-Government enterprises in ZheJiang province that the government has good service function, the reform of the property right system is success and it carry out extensive coordination among specialized departments. In developed countries the success of the Non-Government enterprises that it has good law and rule system, it has high effective of the export credit guarantees and it has strategic of world market orient.In the base of all that the author points out, under the system of WTO, to implement the party's strategic of "Go Out Foreign", to merger into the historical trend of the world economy ,we should use the experience in domestic and foreign to set up "free, open, fair, just, credit" macro-environment. With the help of that we should develop the competence of non-government enterprises in international market by many ways.
