State- Owned business enterprises, which are the pillars of Chinese economy, have been contributed to the development of economy in China greatly. While facing the challenge for entering WTO, the knowledge-based economy and the market economy, they sink into layer after layer difficulty. Aiming at characters of the knowledge-based economy and their basic circumstance, "person" is one of important factors which limit the sustainable development of state- owned business enterprises. It is a necessary path to flourish and development for them to quest a new way to Chinese human resource management, and draw the advanced experience form abroad in terms of our country' s background.An Shan Iron and Steel Complex, which is one of the largest state-owned enterprises in China, had undergone the glorious development progress. But due to the historical influence by the plan economy, AISC has been facing many difficulties. It is a fact that both the ideas and the equipment are aging, the products are outdated, the supernumerary is excessive, both the obligation and society burden are heavy, system conversion is hard to achieve, and the market competitive ability has been lower year by year, etc. Particularly with the market economy, it had been ever on the edge of deficit. With the coming of knowledge- based economy era and entering WTO, AISC meets many new chances and challenges. The people are also positive to change their ideas and to introduce the advanced technology, equipment and management experience in order to accelerate the development' s pace. However the current human resource states can't keep up with the quick improvement of technology, which become the main factor confining the development of AISC.Based on the basic principle of human resources management and drawing the successful experience from the enterprises at both home and abroad, this paper analyses human resources characteristics and discusses two main ways to improve the human resource management of AISC. One is to enhance the culture construction in the inner part of enterprise. We can achieve the destination by strengthening the ideological construction, building the atmosphere of severe competition, developing the enthusiasm for work, cultivating the teamwork spirit and the loyalty to the enterprise, fostering the concept of priority to study, and setting up learning-type enterprise. Further more, in order to hold the talents more and make use of themreasonably, it is necessary to innovate in the management of inner human resource by making the effective encouraging system and boosting the spirit of innovation. All the same, we should make great effort to build an enterprise of good image and reputation, and to improve it repeatedly by clearing out struggling objective of enterprise, carrying out "first-class product" strategy, setting up harmonious relationship and making a high moral standard of enterprise. The other way is to enhance training and improve the qualities and abilites of the employees. Training principle should be complied with aiming at the objective and trainees. Besides, the training system should be perfected further to ensure the training effect. And the training content and method should be also improved further combining with the adult specific of learning. Moreover motive power system ought to be established for employees in terms of the lack of enthusiasm for training. In this way training all over the enterprise can be brought into play better with practicability and pertinence.All in all, it should be known that it is a complicated system engineering and long-term strategy mission to manage reasonably and make use of the human resource with validity. As for as the old business enterprise like AISC, only by further enhancing the management and construction of human resource, will it be able to win the severe market competition and obtain the sustainable development in the future.
