On The Northwest Human Resources Development

After having not only analyzed the current situation and existing problems in the area of northwest of China, but also summed up the experiences at home and abroad on exploring the human resource, and based on the relation between the explore of human resource and the development of economy, some concrete measures for exploring the human resource which is in line with regional characteristic were put forward. This thesis consists of four parts.The relation between the explore of human resource and the development of economy. When proceed from the origin of the theory of the human resource, the concept of the explore of human resource .we can learn that the explore of human resource is an essential condition to the development of economy which can be stricted by its quantity and quality.The current situation of the human resource in the area of northwest of China and the cause of its formation.When the quantity of the human resource , its culture quality and the efficiency of its use, as well as its condition of being distributed in different industries is analyzed, the typical characteristic of the human resource in the area of northwest of China has been discovered in the following: (1) the human resource is rich in quantity and has a higherich in quantity and has a higher; (2) its labour force has a lower quality, and the resources about science,technology and education are inequality in this area; (3) the problem of being short of talented people is serious; (4) The talented people now available is inequality in different industry, and the labour force mainly depends on their physical strength, and then, the cause for this phenomenon has been discovered in the following: (1) because of the local population policy , the population in this area increased rapidly; (2) the backward economy impacts the human resource on its education and employment level; (3) for its poor natural conditions, a closed and backward idea is formed in some peasants and herdsman; (4) the lack of the mechanism of encouraging competition in personnel policy and scientific research field resulted in the loss of the vast number of talented people and inefficient in its use.The paper tried to do a lot of rational consideration about exploring the human resource from the moral angle: the human resource is the foundation of all economic activities, and its exploration means much. We should assure that the first place should be given to it and its strategic meaning should be fully awared of. The education is premise, to fulfil it, we should proceed from its actual conditions, pay attention to stressing its regional characteristic.Measures of exploring the human resource which accord with regional characteristic and in harmony with the development of economy are put forward: (1) to quicken the development of economy in the area ofnorthwest China, and to lay a foundation through a way of increasing per capita income for enhancing the quality of the resource of manpower; (2) to improve the education, so that the quality and skill of labour force can be enhanced; (3) the system of competition and elimination in personnel policy and the system of bringing forth new ideas and encouragement in scientific research should be applied; (4) to give prominence to the human resource minority nationality in exploration; (5) to break the backward ideas and exploring the human resource in an open way.
