| The paper focuses on the two excited great diplomatic events on China diplomacy participating the international organization affairs, namely the issues of resuming of UN membership and entering WTO. Applying international politics theory, combining of history and reality and regarding Sino-America relation as key strongpoint, the paper shows the large tri-angle relation between US, Soviet Union and China that has a significant position in China's diplomacy. It analyzes the change of America external policy to China and its cause and discusses the issue of China's diplomacy adopting a strategy in different circumstance, and concludes relevant experiences. The paper includes the following three parts:The first part states that different international circumstance influences diplomatic strategy. On the former issue, it firstly introduces that under the Cold War background, before the end of 1960s, US sieged China in the international affairs. Later, because of US and Soviet Union striving for supremacy and US national force falling, in addition the dangerous of the war breaking out between China and Soviet Union that pressed US leadership based on realism to adjust China policy. On the latter issue, the paper points out that US acquired the imaging room from the success of deterring Soviet Union. With national force rising, American ambition to establish a monopole world is getting obvious. China leadership losing no time renewed the judgment on international situation.The second part analyzes and compares the strategies China and US two nations implement. Firstly from the America internal political forces restricting each other and its dynamic changing, it analyzes that US early and later adopted the trick of "discussing delay ", "resolution of important item decision making" to block China to resume of UN membership and US still holding the conceit until UN congress discussing China's seat in 1971. Then the paper analyzes US from on early time supporting China resuming the membership of GATT and sudden changing to hold back it, to in later time US changing the attitude adopting contacting policy to China and its cause. On the former issue the strategy China adopted was struggling with US, China didn't fear pressure and directly confront to US, always sticking to peaceful diplomacy character. During the diplomatic struggling China stably accumulating diplomatic force and adopting series of strong measurements, finally won the success. On the latter issue the strategy China adopted was mainly to negotiate with US. It includes after Cold War China continued to stick to the peaceful diplomacy of opposing hegemonism, directly unfolding multilateral diplomacy. It mainly utilizes economic measures to restrict the arbitrary requirement of US in negotiation, and actively defense the thoughts filtering in ideological field.The third part combines of pondering of China's diplomatic success, airing of the author's personal viewpoints. 1) The 15-year odyssey negotiation on China entering WTO truly benefits state's economic safety. 2) The opening up is the successful experiences of China, carrying out the reform and opening up and entering WTO progression exists positive interactive. 3) UN driving out Taiwan "representative "marked the "one China, one Taiwan" policy US performed was finally beaten, the principle of "one China" was gradually acknowledged by the international community. The resuming of UN seat established the solid foundation of China entering WTO.
